摘要
构建了非常规突发事件应急响应组织动态演化模型,研究了应急管理部成立后应急响应组织整体的凝聚力,分析了各时间切片中主要组织、组织的角色地位和组织的结构特征。仿真过程为:将非常规突发事件进行时间切片,构建各阶段的组织关系矩阵,利用社会网络分析法对不同时段的关键性参数进行测算,按照应急响应组织网络演化模型进行仿真,分析其关键性指标值。结果发现:随着突发事件的演进,各应急协作组织的地位和作用会发生明显变化,但主要组织地位比较稳固,各组织间信息交流顺畅,组织间冗余降低,非政府组织救援作用提高。
This paper constructs the dynamic evolution model of emergency response organization for unconventional emergencies,studies the cohesion of emergency response organization after the establishment of emergency management department,and analyzes the main organizations,the role status of organizations and the structural characteristics of organizations in each time slice.Simulation process is as follows:the unconventional emergencies are sliced in time,and the organization relationship matrix of each stage is constructed.The key parameters of different periods are calculated by using social network analysis method.The simulation is carried out according to the evolution model of emergency response organization network,and the key index value is analyzed.Result shows that the role of non-governmental organizations in the exchange of information will be improved with the development of emergency response agencies.
