制度环境下政府治理对大型航空交通枢纽项目绩效的影响

Impact of Governance on the Performance of Large-scale Air Transportation Hub Projects in the Institutional Environment

政府通常在大型航空交通枢纽项目建设中扮演着投资者与管理者的重要角色,主要通过政府治理的方式作用于项目的生命周期,而在不同制度环境下,政府治理将对项目最终绩效产生不同程度的影响。鉴于此,构建大型建设项目政府治理框架,结合北京大兴国际机场与柏林勃兰登堡机场建设实例,采用双案例对比分析的方法,对两个案例的制度环境、治理理念、治理结构与治理机制进行讨论,并结合项目绩效对政府治理的效果进行评价。研究结果表明,大型航空交通枢纽项目的治理模式与其所处的制度环境相关,政府治理模式将对其建设绩效产生影响。

The government usually plays an important role as investors and managers in the construction of large-scale air transportation hub projects and it mainly acts on the life cycle of the project through government governance.Under different institutional environments,government governance has different effects on the final performance of the project.In view of this,we construct a government governance framework for large construction projects by combining Beijing Daxing International Airport and Berlin Brandenburg Airport,adopting the method of dual case comparative analysis to discuss the institutional environment,governance concept,governance structure and governance mechanism of the two cases and evaluating the effectiveness of government governance in combination with project performance.The results show that the governance model of large-scale air transportation hub projects is related to the institutional environment in which it is located and the government governance model will have an impact on its construction performance.
