乡村振兴战略下村规民约的定位思考

村规民约是某一村域内大多数农村居民广泛认同并得到国家法律大力支持的行为规范,对实施乡村振兴战略具有不可替代的作用。随着乡村振兴战略的提出和不断推进实施,村规民约所蕴含的时代价值逐步被挖掘的同时,又被赋予了许多新的内涵。文章进一步厘清现代村规民约的定位,将其时代价值和新内涵与实施乡村振兴战略相接轨,对维护农村社会稳定、壮大农村经济、建设宜居乡村、促进乡风文明、优化农村治理等方面具有重要的理论和现实意义。

The village regulations are widely accepted by most rural residents in a village and strongly supported by the state law.It plays an irreplaceable role in the implementation of rural vitalization strategy.With the deepening of the rural vitalization strategy,the time value of village regulations is gradually excavated and has given many new meanings at same time and in order to better promote rural revitalization.Further clarify the orientation of modern village rules and regulations,its time value and new connotation should be connected with the implementation of rural vitalization strategy.It is of great theoretical and practical significance to maintain rural social stability,strengthen rural economy,build livable rural areas,promote rural civilization and optimize rural governance.
