乡村治理背景下三治融合与双轨治理耦合的思考--基于A村的研究

乡村振兴战略规划明确表示要建立“坚持自治为基、法治为本、德治为先”的乡村治理体系,这种治理体系的构建已经成为推进基层社会治理的必要方式,但是在村级治理这一环节中,仍存在诸多问题使得这种体系在运作过程中难以真正发挥其效能。A村属于乡村治理试点示范县,积极探索自治、法治、德治“三治融合”村治新模式,探寻其与双轨制之间的耦合关系,对地方政府乡村振兴战略的有效实施、乡村治理现代化的进一步推进具有借鉴意义。

Rural revitalization of the strategic planning made it clear that to build a"stick to autonomy as the base,the rule of law as the basic,virtue first"of the rural governance system,the construction of the management system has become necessary to promote the social governance mode,but in the village governance in this link,there are still many problems made in the operation of this system is difficult to truly play its effectiveness.Village A is located in the pilot and demonstration county of rural governance.It actively explores the new model of village governance,"the integration of autonomy,rule of law and rule of virtue",and explores the coupling relationship between it and the dual-track system,which has reference significance for the effective implementation of the rural revitalization strategy of the local government and the further promotion of the modernization of rural governance.
