论中国主权海域经略大安全观的战略推进取向

Strategic Orientation of the Grand Security Outlook of China's Sovereign Sea Management

基于落实党的十九大关于“加快建设海洋强国”的重大战略部署,鉴于来自主权海域的安全挑战比陆域更为突出,必须以习近平新时代中国特色社会主义思想特别是总体国家安全观为指导,创树与践行中国主权海域经略大安全观。其战略推进取向是:保障国土空间安全,统筹陆海两域国家开发战略;保障海洋权益安全,以区域为对象采取有效对策;保障海洋资源安全,逐步提高海洋资源利用效率;保障海洋经济安全,把可持续发展作为追求目标;保障海洋生态安全,分别解决各大海域污染问题;保障海洋社会安全,创新涉海职能部门管理模式;保障海洋信息安全,抢占海洋信息领域制高点;保障海上通道安全,大力完善四通八达战略格局;保障海洋军事安全,务实推进海洋命运共同体构建;保障全球海洋安全,加大步伐跨入海洋强国行列。也就是说,通过明确中国主权海域经略大安全观的基本内涵与战略推进取向的目标体系,为国家全面经略海洋、加快建设海洋强国提供理论上的坐标系和实践上的参照系。

Based on the implementation of the major strategic plan of the 19th National Congress of the Communist Party of China on“step(ping)up efforts to build China into a strong maritime country”,and more security challenges from the sea than from land,we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,especially the overall national security outlook as guidance,to create and practice the grand security outlook of China's sovereign sea management.The strategic orientation of the grand security outlook should include following factors:to ensure the homeland security and coordi⁃nate for the development strategy of land and marine;to ensure the maritime rights and interests security and adopt different effective marine policies in different regions;to ensure the maritime resources security,and gradually improve the utilization efficiency of maritime resources;to ensure the marine economy securi⁃ty,aiming at sustainable development;to ensure the maritime ecology security,and solve major maritime pollution problems over different regions respectively;to ensure the maritime society security,and innovate management mode of maritime department;to ensure the maritime information security,and preempt the commanding height on the ocean information;to ensure the maritime passageway security,and improve the all⁃round maritime strategy pattern;to ensure the maritime military security,practically promoting the con⁃struction of a maritime community with a shared future;to ensure global marine security,and become one of world⁃class maritime countries as soon as possible.That is to say,by clarifying the basic connotation of China's grand security outlook in the development of sovereign sea areas and determining the promoting ori⁃entation of the outlook,we can provide a theoretical coordinating system and a practical reference system for China to comprehensively manage the ocean and accelerate the construction of a strong maritime nation.
