现阶段智慧城市推进中面临的不确定性研究与对策

Research and Countermeasures of Uncertainty in the Promotion of Smart City at the Present Stage

现阶段,各地积极贯彻国家大数据战略,加快建设数字中国,借力万物互联、大数据、AI等信息技术提高城市管理与治理能力,推动我国智慧城市建设迅猛发展。智慧城市作为城市发展的新形态,本质上就蕴藏着不确定基因,无论对于智慧城市的理解,还是智慧城市建设本身,都面临着诸多挑战。文章基于智慧城市顶层设计与实践,着重研究如何厘清现阶段智慧城市推进中面临的不确定性,以及如何正确驾驭这些不确定性,进而探寻到适合的智慧城市建设之路。

At the present stage,all localities actively implement the national big data strategy,accelerate the construction of Digital China,and improve the urban management and governance ability with the help of information technologies such as Internet of things,big data and AI,so as to promote the rapid development of China's smart city construction.As a new form of urban development,smart city contains uncertain genes in essence.Both the understanding of smart city and the construction of smart city itself are faced with many challenges.Based on the top-level design and practice of smart city,this paper focuses on how to clarify the uncertainties in the promotion of smart city at the present stage,and how to correctly control these uncertainties,so as to explore a suitable road for the construction of smart city.
