现代城市的信息化建设伴随着“随业务而定制、随需求而变化”的软件模式。城市向数字化升级过程中,定制化需求以更快的速度发展;同时,城市治理与市民服务对覆盖率、效率、质量的要求持续提升。我们需要一套有效的、系统性的软件基础设施来满足这种“更快速、更精准、更多样、随需而变”的城市数字化业务需求。文章首先从宏观层面简单回顾了过去五年新型智慧城市建设发展过程,接着提出新型智慧城市软件基础设施的概念,并从业务角度阐述了软件基础设施对新型智慧城市建设的必要性和重要性,最后从技术设计的角度系统性介绍了新型智慧城市软件基础设施应该具备的能力。

The informatization of modern cities was developed with the software development pattern of"customization and cha nge on dema nd".I n the decade of digitalizati on of city,software customizati on grows faster.Mea nwhile,the man ageme nt of city and services to citizens require more coverage,higher efficiency,and higher quality.An efficient and systematic software in frastructure is in n eed of address ing the bus in ess requireme nt of being faster,more accurate,more diversified and cha nging on dema nd.This article reviews the developme nt process of bra nd-new smart city in the past 5 years from the macro level.It puts forward the concept of Software Infrastructure of brand-new smart city,followed by describing its necessity and importance from the bus in ess point of view.Fin ally,the fun dame ntal features of the software in frastructure are dem on strated from the technical perspective.
