Governance Capacity of Rural-to-Residential Communities:Dimensions,Influencing Factors and Improvement Path

农转居社区作为一种独特的社区类型,面临着各种复杂的治理问题,内在地要求提升社区治理能力和服务水平。与成熟的城市社区相比,当前农转居社区治理能力总体水平不高,相关主体参与治理的能力偏弱。究其原因,主要在于基层党组织转换不彻底、政府服务缺位、社会组织发育不良、居民参与意识不足等,制约了社区治理能力的提升。因此,有必要在优化各治理主体结构的基础上,强化各主体的能力建设,注重形成整体合力,以提高农转居社区的治理绩效。

As a unique type of community,rural-to-urban community is faced with a variety of complex governance problems,which inherently requires the improvement of community governance ability and service level.Compared with the mature urban communities,the current overall level of governance capacity of rural to residential communities is not high,and the ability of relevant subjects to participate in governance is weak.The main reasons lie in the incomplete transformation of grass-roots party organizations,the absence of government services,the underdevelopment of social organizations,and the lack of residents′awareness of participation,which restrict the improvement of community governance ability.Therefore,it is necessary to optimize the governance structure of the relevant subjects,strengthen the capacity-building of each subject,and pay attention to the formation of the overall joint force,so as to improve the governance performance of the rural to residential community.
