“三社联动”中社会工作的双重协同及其内在机理

The Double Coordination of Social Work and Its Internal Mechanism in the"Tripartite Linkage"

作为社区治理的创新机制,“三社联动”体现了从建构走向协同的治理阶段以及政社关系重构下的“双层闭环”治理结构,这两大特征决定了专业社会工作参与社区治理具有双重作为。一方面,从主体发展到协同联动,“三社联动”需要支持建构型社会工作的协同;另一方面,社区、社会组织、社会工作形成协同治理与联动服务的机制,需要服务治理型社会工作承担服务者、治理参与者的角色。由此,“三社联动”中社会工作具有建构性—结构性的双重协同论,对社区治理、社会工作理论与实践的本土发展具有重要意义。

"Tripartite linkage"is a new type of community governance system formed by community,social organizations and social work.As an innovative mechanism of community governance,"tripartite linkage"reflects the governance stage from construction to coordination and the"double closed-loop"governance structure under the reconstruction of the relationship between government and society.These two characteristics determine that professional social work has dual functions in participating in community governance.For one respect,from the main body development to collaborative linkage,the"tripartite linkage"needs to support the collaboration of constructive social work;for another respect,the community,social organizations and social work form the mechanism of collaborative governance and linkage service,which needs the service governance social work to assume the role of service provider and governance participant.Therefore,the social work in the"tripartite linkage"has a constructive structural dual synergy theory,which is of great significance to the local development of community governance and social work theory and practice.
