长株潭城市群一体化发展评价分析

Evaluation and Analysis of the Integration Development ofChang-Zhu-Tan Urban Agglomeration

本文基于2000—2017年长株潭城市群经济、空间、基础设施、公共服务和生态环境五个主要方面的数据,构建长株潭城市群一体化程度的评价指标体系,评价分析了长株潭城市群一体化发展水平,结果表明:长株潭城市群一体化发展水平在研究期内一直在不断提升,并且在2008年后有明显的加速特征。在经济一体化中,经济发展和科技创新呈波动上升趋势,资金流动稳步上升并且上升幅度在加快;在空间一体化中,城市建设、人口布局、空间流动要素三者都在快速提升;在基础设施一体化中,基础建设和邮电业务发展水平都在不断提高;在公共服务一体化中,社会保障上升幅度较小,医疗保障和教育保障上升明显;在生态环境一体化中,生态空间波动上升,生态保护上升幅度较小。

Drawing on the data of economy,space,infrastructure,public services and ecological environment in Chang-Zhu-Tan urban agglomeration from 2000 to 2017,this paper constructs an evaluation index system of theintegration degree of Chang-Zhu-Tan urban agglomeration,and evaluates and analyses the integration development level of Chang-Zhu-Tan urban agglomeration.The results show that Chang-Zhu-Tan urban agglomeration has been deepening in the research period,and has been characterized by a clear acceleration after 2008.In the economyintegration,economic development and scientific and technological innovationare on a fluctuating upward trend,and financial flows are rising steadily at an accelerating rate;in the space integration,urban construction,population distribution and spatial mobility are all improvedrapidly;in theinfrastructure integration,infrastructure and post and telecommunications operations are constantly improved;in the public services integration,the increase of social security is relatively small,and the increase of medical and educational security is obvious;in the ecological environment integration,the ecological space is fluctuating and rising,while the increase of ecological protection is small.
