数据赋能视角下应急情报服务价值共创过程及能力提升——以新冠疫情防控为例

Research on the Process of Value Co-creation and Capability Improvement of Emergency Intelligence Service from the Perspective of Data Empowerment:A Case Study of COVID-19 Epidemic Prevention and Control

[目的/意义]研究应急情报服务价值共创过程,以揭示情报服务每一阶段的研究内容及核心问题,为应急情报服务价值共创、共赢及服务能力的提升服务。[研究设计/方法]以新冠疫情这一典型非常规突发事件为例,引入服务价值共创理论,建立应急情报服务价值共创过程体系,探究数据赋能影响应急情报服务价值共创的过程,进而构建数据赋能促进应急情报服务能力提升的过程模型。[结论/发现]应急情报服务价值共创同步于应急情报服务能力的提升过程,遵循“需求价值挖掘——服务价值涌现——服务价值升级”的螺旋式上升过程。[创新/价值]从数据赋能的视角研究应急情报服务价值共创过程,丰富数字化时代非常规突发事件的治理思路,也为应急情报服务流程的优化提供新的视角。

[Purpose/Significance]This paper aims to study the process of value co-creation of emergency intelligence service,which intends to reveal the research contents and core issues of each stage of intelligence service,and serve the value co-creation,win-win situation and ability improvement of emergency intelligence service.[Design/Methodology]Taking the COVID-19 epidemic as an example,this paper introduced the theory of service value co-creation,established a process system of value co-creation for emergency intelligence service,explored the process of data empowerment which has influence on the value co-creation of emergency intelligence service,and then constructed a process model for data empowerment to promote the improvement of emergency intelligence service capability.[Findings/Conclusion]The value co-creation of emergency intelligence service is synchronized with the process of emergency intelligence service ability improvement,which follows a spiral upward process of"demand value mining—service value emerging—service value upgrading".[Originality/Value]This paper has studied the value co-creation process of emergency intelligence service from the perspective of data empowerment,enriched the ideas of unconventional emergency governance in the digital era,and provided a new perspective for the optimization of emergency intelligence service process.
