完善公共卫生治理体系的思考

Thoughts on Improving Public Health Management System

习近平总书记一直坚持把公共卫生治理工作放在社会主义现代化建设的重要位置,他明确强调,要始终不渝地坚持把人民的身体健康放在首要战略地位,尽最大努力争取全方位地、全周期地保护公民的身体健康,加快对公共卫生治理体系的完善,维护公共卫生安全,尽量快速形成有利于人民身体健康的生活方式、社会经济发展模式和公共卫生治理模式,从而实现经济健康社会的良好发展。习近平总书记还提出,要始终不渝地坚持以预防疾病为主、坚持预防和治疗相衔接、联防联控、群防群治的指导方针,建立更加牢固的公共卫生治理投入机制,要加大防控疾病体系改革力度。能否有效应对突发公共卫生事件一直以来是我国公共卫生治理的脆弱环节。反思过去突发的公共卫生事件,可以明显看出我国公共卫生治理体系不完善的主要问题,主要表现在以下几个方面:公共卫生服务体系建设的不平衡不充分、运行机制与分工协作不健全、医疗保障体系的及时性与药物应急保障不健全。因此,通过梳理过去治理突发公共卫生事件的成效,并且根据当前公共卫生治理的基本状况,提出我国目前公共卫生治理体系需要解决的问题,并且针对问题概括提出完善公共卫生治理体系的四条建议。

General secretary Xi Jinping has always insisted on putting public health management in the important position of socialist modernization.He also clearly stressed:we should unswervingly adhere to putting people’s health in the first strategic position,do our best to strive for all-round and full cycle protection of citizens’health,speed up the improvement of the public health governance system,maintain public health safety,and form a lifestyle,social and economic development model and public health system conducive to people’s health governance mode as soon as possible,so as to realize the sound development of economic and social health.He also proposed:we should unswervingly adhere to the guidelines of disease prevention first,linking prevention and treatment,joint prevention and control,and mass prevention and treatment,establish a more solid public health governance investment mechanism,and intensify the reform of disease prevention and control system.Effective response to public health emergencies has always been a vulnerable link of public health governance in China.Reflecting on the past public health emergencies,we can clearly see the main problems of the imperfect public health governance system in China,which are mainly manifested in the following aspects:the unbalanced construction of public health service system,the imperfect operation mechanism and division of labor and cooperation,the imperfect management system of public health,the imperfect management system of public health,the imperfect management system of public health,the imperfect management system of public health,the imperfect management system of public health,the imperfect management system of public health,the timeliness of medical security system and imperfect drug emergency security.In this paper,by combing the effectiveness of the past governance of public health emergencies,and according to the basic situation of the current public health governance,we put forward the problems that need to be solved in China’s current public health governance system,and summarized four suggestions to improve the public health governance system.
