Individual Participation:An Important Force Driving Internet Governance

作为互联网最广泛的参与对象,个体同时也是互联网治理的重要主体,在享有网络空间的各项权益时,也须承担相应的治理义务。通过集体创造、网络问答、舆论监督,个体可以直接或借助其他主体发挥治理作用。在个体参与治理的过程中,政府一方面要通过多元手段激励个体治理行为,另一方面也须警惕个体表达的非理性特征可能带来的负面影响,以共同维护网络空间的秩序与发展。

As the most extensive participants of the Internet,individuals are also important subjects of Internet governance.When they enjoy the rights and interests of cyberspace,they should also assume the corresponding governance obligations.By means of collective creation,network question and answer,supervision of public opinion,the individual may play the role of governance directly or with the aid of other subjects.In the process of individual participation,the government should motivate individual governance behavior through multiple means;meanwhile,it should guard against the negative effects brought by the irrational characteristics of individual expression,in order to jointly maintain the order and development of cyberspace.
