The Function Orientation and Improvement of Professional Judges’Meeting System under the Judicial Responsibility Reform

专业法官会议制度在取得一定成效的同时,也暴露出诸如功能定位不明确、行政化色彩浓厚、形式化倾向明显等问题,影响了制度功能的预期发挥。应在厘清制度功能定位基础上,通过明确议事范围、规范议事规则、构建成果转化机制等途径对专业法官会议制度的系列问题加以完善。

While the professional judges’meeting system has achieved some achievements,it has also exposed a series of problems,such as unclear function positioning,strong administrative color,obvious formalization tendency and so on,which have affected the expected function performance of the system to different degrees.To this end,we should solve the problems of the professional judge meeting system by clarifying the function orientation of the system,clarifying the scope of discussion,standardizing the rules of discussion,and establishing the mechanism of achievement transformation.
