群众体育政策工具选择倾向研究

On the Tendency of Selecting Mass Sports Policy Tools

群众体育政策工具组成应具有应用性,其主体、方式和领域对群众体育政策工具类型的划分起关键作用,以《全面监控实施计划(2016—2020年)》为对象,进行工具使用频次统计。从研究结果看,政策工具选择依然带有强制性、行政性和单一性倾向,应从协同治理角度进行政策工具组合优化,从而推动群众体育的健康发展。

The composition of mass sports policy tools is practical.The subject,mode and field of mass sports policy tools play a key role in the division of the types.This paper makes statistics on the frequency of usage for the tool by analyzing“Comprehensive Monitoring Implementation Plan(2016—2020)”.The research results show that the selection of policy tools is still mandatory,administrative and unitary;therefore,the combination of policy tools should be optimized from the perspective of collaborative governance,so as to promote the healthy development of mass sports.
