铁路枢纽综合开发实践经验与反思——以重庆沙坪坝站为例

Research on Railway Hub Integrated Development—Taking Chongqing Shapingba Railway Station as an Example

重庆沙坪坝铁路枢纽,是我国第一座应用站城融合理念、利用铁路上盖空间进行大规模综合开发的铁路枢纽,对其成功经验的总结有助于我国其他铁路车站利用线上空间进行综合开发的顺利实施。通过梳理沙坪坝铁路枢纽规划、设计历程,分析铁路枢纽综合开发中需要面临的利益主体诉求差异大、上盖平台结构确定难、审批流程复杂等难点,并总结沙坪坝铁路枢纽综合开发成功的经验,包括“路-地”共赢、顶层共识、协同报批、规划设计建设“三同步”、项目规划设计阶段多专题协同攻关等经验。在此基础上,对铁路枢纽综合开发实践中尚未得到很好解决的一二级联动开发、综合开发收益反哺运营、综合开发产权空间界面的切分等进行探讨并提出解决思路。研究成果从铁路车站综合开发实施主体的角度,提出“路-地”合作、规划设计报批与组织模式、一二级联动开发等方面的实施建议。

Chongqing Shapingba railway station is the first railway hub in China with large-scale integrated development above the railway. The summary of its successful experiences is helpful for the integrated development of other railway stations. By researching the Shapingba railway station’s planning and designing process, this paper analyzes the difficulties in promoting the integrated development of the railway hub, such as the different demands by different interest participants, the structural design of the railway top head platform, the complicated approval process, then summarizes the successful experiences of the integrated development of the Shapingba railway station hub, including the win-win of both the railway and the local government, consensus among various participants, collaborative approval, specialized different research on the challenges of the project. Then outstanding issues in joint development of integrated railway hub, such as the land level and real estate integrated development, the property development income feeding operation, the split between the hub space management interface and the property rights interface, are analyzed, and counter measures are proposed.
