优化公民政策参与的目标指向:公民参与公共决策再思考

Optimize the Target Orientation of Citizen Policy Participation:Thinking Again of Citizen Participation in Public Decision-making

参与公共决策不仅是公民的一项基本权利,更是一种公共责任。它不仅使决策过程更为民主,而且更为有效。然而从现实情况来看,当前我国公民的政策参与无论在广度、深度、范围,还是在路径渠道和参与心理层面,尚有极大的改进空间。突破我国公民政策参与的现实困境,首先必须思考如何在应然层面上合理定位公民政策参与的目标指向。唯有走出公民政策参与的认识困境,方可进一步探索实现应然目标的路径创新。基于公民参与自身的历史逻辑和运行规律以及当前我国公民政策参与的实然状态和现实困境,我国公民政策参与应该是在自主参与、有序参与、有效参与、实质性参与、适度均衡参与基础上循序渐进的动态发展过程。

Citizens participation in public decision-making is not only a basic right of citizens,but also a public responsibility.It not only makes the decision-making process more democratic,but also more effective.However,from the perspective of reality,China's current citizen policy participation in the breadth,depth and scope of participation,as well as in the channel and psychological level of participation are quite insufficient,there is still a great room for improvement.To break through the realistic dilemma of China's citizen policy participation,we must first think rationally:how to rationally position the target direction of China's citizen policy participation at the level of necessity.Only by getting out of the dilemma of civic participation can we further explore the path innovation of realizing the proper goal.Based on the current reality of China's civic policy participation and its own development logic,China's civic policy participation should be a progressive dynamic development process on the basis of independent participation,orderly participation,effective participation,substantive participation and moderate and balanced participation.
