This paper introduces the notice-takedown procedure in the safe harbor rule.Through some cases in judicial practice,it expounds the definition of internet service provider,the identification of notification behavior conforming to the requirements and the judgment of the subjective fault of internet service provider.Then it briefly introduces how to perfect the rules of safe harbor,so that the rules of safe harbor can play maximum value and normative role.
