我国城镇污水价格机制初探与建议

Study on the price mechanism of China urban wastewater

科学制定城镇污水价格机制是推动我国污水行业可持续发展的重要保障。借鉴国际污水定价经验,剖析我国城镇污水价格机制现状,指出我国城镇污水定价的原则为"部分成本核算",污染者支付的费用未考虑污水收集环节,由此导致一系列问题;提出尽快推进全系统、全成本、全寿命的城镇污水价格机制建设等建议。

Scientific formulation of urban wastewater price mechanism is an important guarantee to promote the sustainable development of China wastewater industry.Based on the experience of international wastewater pricing,this paper analyzes the current situation of urban wastewater pricing mechanism in China,points out that the principle of China urban wastewater pricing is"partial cost accounting",and the cost paid by polluters does not cover the wastewater collection process,which leads to a series of problems;suggests to promote the construction of whole-system,full-cost and full-life urban wastewater price mechanism as soon as possible.
