传染病疫情社会防控系统建设浅议

Discussion on the construction of social prevention and control system for infectious diseases

当前,各种新发与再现传染病不断出现,日渐成为国际社会及各国政府面对的严峻挑战。公共性是疫情问题的内在本质特性,医学防治和社会防控是疫情防控的两条基本路径。但由于新发传染病大多是病毒引起的,仅仅依靠医学防治难以阻止其发生和扩散,所以需要社会防控发挥重要作用。然而在此次抗击新型冠状病毒肺炎疫情的行动中,暴露出我国应对突发疫情的社会防控能力存在不足。因此,建议推进社会防控系统的建设,以建立起完善有效的公共卫生应急管理体系,更好地应对疫情。

With the development of the society,various new discoveries and re⁃emerging infectious disease keep emerging,which has increasingly become a severe challenge for the international community and governments.Publicity is the essential feature of epidemic,social prevention and control as well as medical intervention are the two basic approaches of the epidemic.However,as most emerging infectious diseases are caused by viruses,it is difficult to prevent the occurrence and spread by medical prevention and control,so it is necessary for social prevention and control to play an important role.However,in the fight against the corona virus disease 2019(COVID⁃19),it exposed the shortage of social prevention and control capabilities to deal with sudden outbreaks.Therefore,it is suggested to promote the construction of the social prevention and control system to establish a perfect and effective public health emergency management system and better deal with the epidemic situation.
