国际海底管理局能力建设工作研究与启示

Research and Enlightenment of International Seabed Authority′s Capacity Building Work

文章研究国际海底管理局为提升最不发达国家、内陆发展中国家和小岛屿发展中国家参与国际海底事务所开展的能力建设工作的政策法规依据,系统梳理国际海底管理局已经开展的能力建设相关工作,分别介绍国际海底管理局开展的承包者培训项目、海洋科学研究项目、国际海底管理局实习生培训项目和其他能力建设项目以及有关项目的关注点,分析已开展的能力建设工作存在的不足,并提出启示。

This paper proposed the policy and regulatory basis of International Seabed Authority′s capacity-building work for least developed countries,land-locked developing countries,and small island developing nations.A systematic review of the capacity-building work carried out by the International Seabed Authority had been conducted.A study of the contractor training,the marine scientific research project,the intern training program,and other capacity-building projects which had been organized by International Seabed Authority had been researched,and the concerns of the projects had been analyzed.Meanwhile,the shortcomings of the capacity-building work had been carried out and some inspirations were obtained.
