社会力量参与凉山州艾滋病防治公益行动成效与经验浅析

Effect and experience of social force participating in public welfare program of HIV/AIDS prevention and control in Liangshan prefecture

中国性病艾滋病防治协会通过社会力量参与凉山州艾滋病防治公益行动,经过三年(2018-2020年)的积极推进和全面实施,助力了凉山州艾滋病防治和健康扶贫攻坚行动。探索了社会组织在国家治理体系和治理能力现代化中发挥行业协会优势,落实多元参与治理工作机制、构建基层社会治理格局的新方式,取得了积极的成效。公益行动通过积极倡导,协助凉山州创造了支持性防治环境,营造了积极的氛围;发挥项目优势和平台作用,引导更多社会资源下沉到凉山基层,形成了防治的合力;通过推动外来支持与内生能力的结合,打造了基层艾防工作队伍;打通基层艾防工作的"最后一公里",帮扶了目标人群。公益行动形成了以需求为导向的社会筹资方式、社会力量有序参与的管理工作机制、乡村"网底"的工作人员管理和激励、乡村服务过程信息化、精准化管理、以发展为导向的基层队伍能力建设措施等系列实践经验。

Chinese Association of STD/AIDS Prevention and Control(CASAPC)has contributed to the AIDS prevention and treatment,and poverty alleviation in Liangshan prefecture,after three years(2018-2020)of active promotion and joint implementation of the public welfare program.The CASAPC’s participation in the program also shows the exploration of the social orgnizations’roles and advantages in modernization of the national management system and capacity,the implementation of the mechanism of multiple participation,and construction of the basic pattern of social governance,which has achieved positive results.The active advocacy and implementation of the public welfare program have helped Liangshan to create a supportive environment and a positive atmosphere for responding HIV/AIDS,to have full play of the advantages and the platform role of the project,and to introduce more social resources to sink to the grass-roots level,forming a joint force for HIV/AIDS prevention and control.By promoting the combination of external supports and endogenous capacity,capacity of HIV/AIDS control and prevention at the grass-roots level in Liangshan has been strengthened and the"last kilometer"delivery of intervention services ensured,which has benefited the target people in the villages.The implementation of public welfare program has accumulated a series of practical experiences,such as demand-oriented social financing method,participation of social forces in building the management mechanism,management and incentive for rural health workers,precise management and applications of information technologies used for service provision in rural areas,and development-oriented capacity building for grassroots teams.
