摘要
"双一流"建设既是一个理论问题,同时也是一个政策性议题,对高校"双一流"建设的阶段性成效进行评估是统筹推进"双一流"建设战略中需要关注的一个焦点问题。基于36所高校《"双一流"建设2018年度进展报告》文本,采用解读式内容分析法进行的研究结果表明:高校"双一流"建设的阶段性成效主要体现在学科结构不断优化、人才队伍引育结合效果凸显、人才培养成效显著、科研和社会服务能力不断提升、大学文化建设有序推进、国际交流合作持续开展等方面;与此同时,"双一流"建设中也存在高层次师资队伍建设矛盾突出、学科建设内生动力不足、制度体系建设不完善及服务社会需求能力有待加强等方面的问题。在下一步的"双一流"建设过程中,高校应注重强化价值引领,激发内在动力,不断提升服务国家和社会需求的能力。
"Double first-class"construction is not only a theoretical issue,but also a policy issue.Evaluating the effectiveness of the ongoing"double firstclass"construction in Chinese universities is a focus issue that needs to be paid attention to in the overall promotion of the"double first-class"construction strategy.Based on the text analysis of the"Double First-Class Construction 2018 Annual Progress Report"issued by 36 universities,the results indicate important progress.The structure of disciplines is under continuous optimization;faculty recruitment and professional development as well as talent training has achieved prominent progress;scientific research and social services have been continuously improved;the cultural environment within the university is being constructed in an orderly manner;and international exchanges and cooperation are enhanced.At the same time,the construction of"double first-class"also faces some problems,such as conflicts among high-level faculty,lack of endogenous motivations indisciplinary constructions,imperfect institutionalization and systemization,and the inability to serve social needs.In the next step of"double first-class"construction,the Chinese universities should focus on strengthening the leading values,inspiring internal motivations,and improving the ability to serve the needs of the country and society.
