能源互联网背景下电力行业气候变化应对之策 被引量:2

Countermeasures for climate change in the power industry under the background of the energy internet

摘要 阐述了能源互联网背景下电力行业低碳转型面临的困惑,明确了电力行业应对气候变化的必要性和紧迫性,并从供给侧、电网设备和需求侧3个层面分析了气候变化对电力行业的潜在影响,重点考虑气候变化适应性,着重从政策体系构建、技术研发和电力系统脆弱性评价3个方面提出电力行业应对气候变化的策略框架,以期为电力部门提供决策参考。同时,鉴于气候变化对我国粮食安全、水资源、环境、能源、经济发展、社会安全等诸多领域构成的严峻挑战,提出了"水-土-粮-能"耦合系统气候变化减缓和适应方案及策略研究这一重要的研究方向。 The confusion faced by the power industry in the low-carbon transition was explained under the background of the energy internet,the necessity and urgency of the power industry’s response to climate change was clarified,and the potential impact of climate change on the power industry was analyzed from the supply side,power grid equipment and demand side. Focusing on climate change adaptation,in order to provide decision-making reference for the power sector,a strategic framework was put forward for the power industry to respond to climate change from three aspects:policy system construction,technology research and development, and power system vulnerability assessment. At the same time, in view of the severe challenges that climate change poses to China’s food security,water resources,environment,energy,economic development,and social security, the important research direction of study on the climate change mitigation and adaptation schemes and strategies for "water-land-food-energy" coupled system.
