新一轮退耕地还林实施情况探析——以湖南省为例

Implementation of the New Round of Grain for Green Project——A Case Study of Hunan Province

结合2019年新一轮退耕地还林国家级检查验收,对湖南省退耕还林保存面积、成林面积和工程管理情况进行抽样检查。分析结果发现存在退耕地类认定部门间沟通不足,退耕还林地保存状况有待改善,“重造轻管”导致退耕地成林率较低,不动产权发证工作滞后,地方财政支持力度有待加强等问题,并提出认真落实退耕地类认定,及时整改保存状况存在的问题,提高造林成林率,积极推进不动产权证书发放工作,强化各级地方财政支持力度等建议。

Based on the new round of national inspection and acceptance of grain for green project in 2019,the preserved area,closed forest area and project management of grain for green project in Hunan Province were sampled and inspected.The results found some problems,such as insufficient communication between the departments of the land conversion,the preservation of the land conversion to be improved,the low rate of forest formation caused by the“valuing construction and neglecting management”,the lag of real estate certification,and the need to strengthen local financial support.This paper suggested to actively promote the issuance of real estate certificates and strengthen local financial support at all levels.
