村庄边界与在地伙伴网络的建构--以城中村社区营造过程为例

Village Boundaries and the Construction of Local Partnership Network of Community Building

本文运用行动研究的方法,以社工协助一个社区关系冲突严重的城中村社区解决青年村民漠视公共事务、代际关系紧张问题的过程为例,来探索社工在城中村社区建构在地伙伴网络的实务策略。实践证明,“村庄边界”理论的实务操作化能够成为社工增进城中村社区整合的有效工具。社工进入城中村开展工作,应优先与代表社区行政边界的街道社区办和社区居委会结成核心在地伙伴关系,充分发挥社区居委会成员在地社会关系圈的优势,跨越相对封闭的社会边界,并在文化边界的基础上建构多元参与的在地伙伴网络。社工在城中村社区工作的介入重点应是针对村庄边界关联处的辅导整合。透过推动参与者导向的营造实践与过程辅导,来促进社区内多元的在地伙伴关系网络之间的相互理解与关系整合,从而达到培育社区能力、解决社区问题的目标。

This article focuses on how to use community building approach to solve the social problems in Village-in-city with the application of“village boundary”concept.This author propose that social work should choose the Community Affairs Office of the Street Government and Community Resident Committee to be the prior local partners,who were the representative of the administration boundary in China.And depending on their strengths of their local Guanxi circles,social worker can pass the social boundary of the community which usually excludes strangers,and develop multi-dimensional local partnerships on the basis of the cultural boundary of the Village-in-city.The key work of social workers in the community building practice is to intervene and integrate the joints of village boundaries.With the promotion of participant-oriented practice and the process of sharing tasks and cooperative actions,we can facilitate the mutual understanding and relationship integration among the local partners who are participating in the community building practice,and empower the community to improve the community wellness.
