基层健康教育公共服务体系的完善路径

目前基层健康教育公共服务体系处于比较缺位的状态,从公共服务供给与结构要素理论分析,主要体现在服务供给的内容结构、服务对象的需求和服务供给主体等方面。为实施健康中国战略和全面提供健康教育公共服务,政府作为提供公共服务的重要主体,需要推进卫生公共服务供给侧结构性改革。针对基层健康教育领域公共服务供给的突出问题,要求政府顶层设计和建立健全基层健康教育公共服务体系,保障健康教育公共服务的制度、政策、规划供给,设计健康教育公共服务供给的内容与方式,在政府引导基础上实现与其他社会主体互补与合作。

At present,it is in a relatively short state of basic-level health education public service system.From the fundamental theory of public service supply and structural elements,the main problems lie in the content and structure of public service,the demand of residents and providers of service.It is essential to promote supply-side reform of public health services to implement“Healthy China Strategy”and optimize health services,as well as make up for the weakness of public health system.In response to the important issues of supply of public services in the field of basic health service,this paper puts forward the path to construct health education public service system.The suggestions include the top-level design of health education service system,specific institutions and plans guarantee,making clear the contents and mode of service supply,and realizing the complementarity and cooperation between the government and social organizations.
