国家引领与单位社区的治理转型——以东北老工业城市的汽车厂社区为例

State Leadership and Governance Transformation of Danwei Communities——Take the Automobile Factory Community in the Old Industrial City of Northeast China as an Example

单位社区治理研究往往更强调转型前后形成的差异性,而相对忽视其中隐含的连贯性。这种连贯性认识的获得,在于“国家”主体在单位社区治理中持续发挥作用,并始终引领治理转型路径的走向。基于中国典型单位社区治理实践的田野调查与个案拓展,可以发现“国家”主体治理在单位社区建设、转型和发展历程中是一种明确的社会事实,相关政策的制定和实施者应当总结经验,充分发挥“国家”主体的治理优势,探索其在新时代单位社区治理中的合理形式,着重在单位文化传统的利用和当代社区认同的培育方面作出努力,为新一轮东北振兴战略提供基层社会治理创新方面的实践与理论支持。

The research on danwei community governance usually emphasizes the differences before and after the transition,ignoring the implicit coherence.The acquisition of this coherent understanding lies in the continuous role of the state in the governance of the danwei community,and always initiates the governance transition direction.Through the fieldwork of the governance practice of typical danwei community in China,it can be found that the governance of state is a clear social fact in the process of danwei community construction,transition and development.Relevant policy makers and implementers should sum up experience,give full play to the governance advantages of state,and explore its reasonable form in the new era of danwei community governance.Efforts should be made in the utilization of danwei cultural traditions and the cultivation of contemporary community identity,so as to provide practical and theoretical support for the strategy of revitalizing northeast China in terms of grassroots social governance innovation.
