后单位社区有效治理的个案分析与实践启示——基于江苏省仪征化纤社区的调研

The Effective Theoretical Explanation of Community Governance in Post-unit——On Unit Community Based on Yizheng Chemical Fiber in Jiangsu Province

田野调查数据分析显示,在单位社区转型中,仪征化纤社区依托原有的社区组织架构和单位资源,充分调动居民参与社区治理的积极性与主动性,形成了社区与居民良好互动的基层治理格局。仪征化纤社区之所以治理有效,原因可归结为以下几方面:制度融合,破解社区资源内卷化困局;动员高效,促进居民参与社区工作的积极性;身份沿袭,塑造社区共同体意识;情法兼容,立足社区治理的长效发展。化纤社区的有效治理为陌生化的城市社区治理提供了有益启示:一要打破制度壁垒,创新管理手段;二要挖掘社会资本,形成社区特色;三要实现刚柔并济,促进社区长效治理。

The post-unit community is a type of urban community with Chinese development characteristics.At present,the community tendency within the post-unit community is the spiritual core of the lack of urban community modernization,but the reason why the post-unit community governance is effective is still lack of systematic explanation.Taking the unit community after Yizheng chemical fiber in Jiangsu Province as the investigation sample,it is concluded that the chemical fiber community promotes the effective governance of the community in four aspects:system integration,efficient mobilization,mining characteristics and compatibility of emotion and law.Taking this as an example,in order to solve the defamiliarization trend and shape the modern community,the urban community should pay attention to excavating the social capital of the community,giving full play to the leading and coordinating function of the party organization,promoting the joint force of community governance,and creating a pluralistic and flexible urban community.
