大数据时代利益相关者视角下政府气象数据的开放共享

On the Open and Sharing of Government Meteorological Data from the Perspective of Stakeholders in the Era of Big Data

我国气象数据开放共享工作取得了一些成效,拥有较为完善的法律法规和制度,享有界面友好的数据开放平台,云平台建设快速发展,数据开放共享应用开发及市场化步伐日益加快。然而,气象数据开放共享依然存在"数据沉睡"现象突出、气象数据服务精准供给水平不高、公众获取数据的渠道与数量受限、"信息孤岛"难以消除等问题。为了加快气象数据开放共享进程,相关部门要完善相关法律法规和制度建设,统一开放数据标准格式,建构多元主体协同机制,增强公众的数据权利意识。

The open and sharing work of my country’s meteorological data has achieved some results.It has relatively complete laws,regulations and systems,and enjoys a user-friendly data open platform. The construction of cloud platforms is developing rapidly,and the pace of data open and sharing application development and marketization is accelerating.However,the open and sharing of meteorological data still has problems such as the prominent phenomenon of "data sleeping",the low level of accurate supply of meteorological data services,the limited channels and quantity of public access to data,and the difficulty of eliminating "information islands".In order to speed up the process of open and sharing of meteorological data,relevant departments must improve relevant laws,regulations and system construction,unify open data standard formats,construct a multi-subject coordination mechanism,and enhance the public’s awareness of data rights.
