中国新型政党制度呈现"共产党领导、多党派合作,共产党执政、多党派参政"的结构性特征,在执政党与参政党、政党与人民、政党与政权、政党与社会等多重结构关系中彰显了独特的结构优势。新时代,国家治理现代化内在的主体多元化、方式柔性化、机制协调化等建设目标对推进合作型、协商型、民主型政党制度建设提出了更高要求。因此,要着力增强治理主体能力建设、完善民主协商机制建设、加强多党合作制度建设,进一步将新型政党制度结构优势转化为治理效能,推进国家治理体系和治理能力现代化。

China’s new political party system demonstrates the structural characteristics of"the leadership of the Communist Party,multi-party cooperation,the Communist Party in power,and multi-party participation in politics,"showing a unique structural advantage in the multi-structural relations between political parties,between political parties and people,between political parties and regime,between political parties and society.In the new era,the internal construction objectives of the modernization of national governance,such as diversification of subjects,flexibility of ways,and coordination of mechanisms,put forward higher requirements for promoting the construction of cooperative,consultative,and democratic party system.Therefore,it is necessary to strengthen the capacity-building of the main body of governance,improve the democratic consultation mechanism,strengthen the construction of multi-party cooperation system,and further transform the structural advantages of the new party system into governance efficiency,so as to promote the modernization of the national governance system and the governance capacity.
