摘要
面对高速发展的区域创新发展形势,现有的区域创新能力评价体系难以适应。更多样的评价指标在区域创新发展过程中需要被合理考虑,从而单一维度的区域创新评价体系亟须完善,这对于认识区域科技创新发展态势可提供参考依据。本文从创新能力和创新效率两个维度切入,将区域创新划分为创新环境、创新合作、创新潜力、创新投入、创新产出、创新应用六个一级指标构建分析框架。通过创新能力和创新效率的综合测度将区域创新划分为5种类型:创新正反馈型、创新潜力型、能力引领型、效率引领型以及创新萌芽型。通过对每个聚类的特征进行探究,证实了我国各经济区的创新能力与创新效率的适配性存在区域间的显著差异,并根据这种差异性提出相关政策建议。
Facing the rapid development of regional innovation development situation,the existing regional innovation capability evaluation system is difficult to adapt.More various evaluation indicators need to be considered reasonably in the process of regional innovation and development,so the single-dimensional regional innovation evaluation system urgently needs to be improved,which provides a reference for understanding the development trend of regional technological innovation.Basing on innovation capability and innovation efficiency,regional innovation is divided into six basic indicators:innovation environment;innovation cooperation;innovation potential;innovation input;innovation output;innovation application.Based on the comprehensive measurement of innovation ability and innovation efficiency,regional innovation is divided into 5 types:positive feedback type;innovation potential type;capability-leading type;efficiencyleading type;budding innovation type.
