摘要
随着返贫防范的推进,物流服务与黔东南脱贫乡村产业扶贫开发不适应、不匹配问题日益凸显,从需求侧、供给侧两方面分析物流服务需解决的问题。同时考虑产业扶贫物流服务需求的复杂性,挖掘物流的扶贫价值,构建“点-点”“点-链(线)”“点-网(面)”“链(线)-链(线)”“链(线)-网(面)”“网(面)-网(面)”等六种返贫防范物流治理模式,以期更好地创造适应多产业扶贫开发所需物流服务,促进返贫防范治理效能提升。
In light of the increasing mismatch and mal-adaptation between the logistics services available in southeast Guizhou and the poverty-alleviating village industries in the region along with the escalation of the campaign to prevent poverty-returning,we looked into the problems to be solved both in the demand side and the supply side.Meanwhile,considering the complexity of the logistics demand of the poverty-alleviating industries and fully tapping the value of logistics in poverty alleviation,we proposed six logistics governance modes intended to prevent poverty-returning,so as to develop logistics services better suited for the multi-industry poverty alleviation campaign and improve the governance efficacy of poverty-returning prevention measures.
