风电整机商集中运维模式建设研究

Research on Construction of Centralized Operation and Maintenance Mode for Wind Turbine Manufacturers

随着陆上风电上网电价补贴逐步取消,风电建设进入新一轮抢装潮,专业运维团队没有跟上新项目建设数量的增加速度,出现了一系列运维管理问题,包括管理分散、专业工程师缺乏、运维成本高、备件利用率低等问题。对此,基于传统运维模式存在的弊端,提出了探索建立整机商区域集中运维模式的概念,介绍了区域集中运维概念及其优越性,提出了建立区域集中运维中心和区域共享机制,阐述了推动集中运维模式的具体措施,以集中运维模式用来替代传统风电项目分散式的运维管理模式,应对项目建设数量增加带来的一系列管理问题。最后,通过实例说明建设区域集中运维模式可直接降低运维成本,对提高整机商的运维管理水平和降本增效等方面均有着极其明显效果和深远意义。随着后期新建项目增多,集中管理项目也随之增加,区域集中管理模式的优势将愈加凸显,具有推广意义。

With the gradual elimination of onshore wind power feed-in tariff,wind power construction has entered a new round of rush for installation,and the professional operation and maintenance teams have failed to keep up with the growth rate of the number of new projects,leading to a series of operation and maintenance management problems,including decentralized management,lack of professional engineers,high operation and maintenance costs and low utilization rate of spare parts.Based on the disadvantages of traditional opera-tion and maintenance mode,this paper presents the concept of exploring the construction of a regional centralized operation and maintenance mode for wind turbine manufacturers,introduces the concept of regional centralized operation and maintenance and its superiorities,puts forward the construction of regional operation and maintenance center and regional sharing mechanism,discusses the specific measures for promoting the centralized operation and maintenance mode,and replaces the traditional decentralized operation and maintenance management mode of wind power projects with centralized operation and maintenance mode to deal with a series of management problems brought by the increase in the number of construction projects.Finally,an example is given to show that the construction of regional centralized operation and maintenance mode can directly reduce the operation and maintenance cost and has obvious effect and far-reaching significance for improving the operation and maintenance management level of manufacturers,reducing the cost and increasing the efficiency.With the increasing number of new projects,the number of centralized management projects will also increase,and the advantages of regional centralized management mode will become more prominent.It is worth to be popularized.
