混合半公共物品视角下省级农村电商协会创建研究

摘要 随着互联网与实体经济的深度融合发展,农村电商发展成为国家乡村振兴战略实施的重要任务。该文通过对农村电商企业实地走访发现农村电商仍存在人才匮乏、产品低质化同质化竞争、物流配送等问题,基于混合半公共物品视角创新性地提出创建各省省级农村电商协会,并分析了农村电商协会管理体制、基本模式、运作机制、基本职责和起步阶段的重要任务。希望能解决农村电商企业迫切需要的混合半公共物品的供给问题,从而促进农村电商提质增效。 With the deep integration and development of Internet and real economy,the development of rural e-commerce has become an important task in the implementation of National Rural Revitalization Strategy.Through field visits to rural e-commerce enterprises,this paper finds that there are still some problems in rural e-commerce,such as lack of talents,low-quality and homogeneous competition of products,logistics and distribution.Based on the perspective of mixed semi-public goods,this paper innovatively proposes the establishment of provincial-level rural e-commerce Association,and analyzes the management system,basic mode,operation mechanism,basic responsibilities and important tasks in the initial stage of rural e-commerce Association.We hope to solve the supply problem of mixed semi public goods that rural e-commerce enterprises urgently need,so as to promote the quality and efficiency of rural e-commerce.
