基层社会治理与重大疫情应对研究

Research on Social Governance at the Grassroots Level and Its Responses to Major Epidemics

在应对2020年突如其来的新冠肺炎疫情的过程中,基层社会治理的成效得到充分彰显、作用得到有效发挥,存在的问题与不足也暴露无遗。开展基层社会治理与重大疫情应对有关问题研究,对于加强和创新基层社会治理、提升基层社会应对重大突发公共事件的能力建设都具有重要意义。本研究以湖北武汉为样本,对城乡社区、社会组织、慈善事业、社会工作、志愿服务等民政部门主导的基层社会治理主体(工作)在此次新冠肺炎疫情应对中的功能与作用进行了总结提炼,对面临的困境及原因进行了分析研究。我们认为,加强基层社会应对重大疫情等突发公共事件的能力建设,重点是要加强基层社会治理的专业人才队伍建设、应急处置能力建设、资源整合能力建设、信息应用能力建设和相关法规制度建设。

In the response of the sudden outbreak of COVID-19 in 2020,the social governance at the grassroots level has played an active role,while problems and shortcomings have also been exposed.Research on issues related to grassroots-level social governance and its response to COVID-19 is of great significance for strengthening and innovating grassroots-level social governance to enhance the social capacity in responding to major public emergencies.Taking Wuhan,Hubei province as a case study,this paper investigates the effect of grassroots-level social governance activities led by civil affairs departments,such as charity,social work and voluntary services within urban and rural communities and by social organizations,in their response to the COVID-19 epidemic.We also discuss the challenges they face.We believe that to strengthen the capacity building of grassroots-level society to deal with major public emergencies such as COVID-19,the key point is to the construction of professional personnel for social governance at the grassroots level,the capacity building of emergency response,resource integration,information application,and the establishment of relevant laws and regulations.
