摘要
科学基金在引领学科发展、培养科学人才、促进基础研究发展方面发挥着关键作用。面对正在发生的新一轮科技革命和日益激烈的国际竞争,科学基金需要进一步明确其战略定位和历史使命。本文通过回顾科学基金的发展历程,展现科学基金在我国科技创新体系中的独特作用;在此基础上,进一步论述了当前情境下科学基金面临的挑战,以及科学基金在新时代战略定位的重塑以及应该承担的历史使命。本文为进一步深化科技治理体制改革,健全符合科研规律的科技管理体制提供了新的视角。
NSFC plays a key role in leading the development of academics,cultivating scientific talents and promoting the development of fundamental research.In the face of a new round of scientific and technological revolution and increasingly fierce international competition,NSFC needs to further clarify its strategic positioning and historical mission.This paper reviews the history of NSFC,shows the unique role of NSFC played in China’s science and technology innovation system;then it further discusses the challenges faced by NSFC in the current situation,as well as NSFC’s strategic positioning and its historical mission in the new era.This paper provides a new perspective for further deepening the reform of science and technology system and improving the scientific and technological management system in China.
