广东省深化环境影响评价“放管服”改革成效探讨

Discussion on the Progresses of Deepening Reform of Government Functions of Environmental Impact Assessment in Guangdong Province

广东省每年环境影响评价(环评)项目多、数量大,是环评"放管服"改革的试验田。近几年广东省紧紧抓住建设粤港澳大湾区的重要契机,不断优化环评管理体系,注重系统化推进生态环境管理,逐步形成具有广东省特色的环评改革体系。通过梳理、分析广东省环评改革的成效,阐明环评管理目前面临部分改革无法可依、监管体系有待完善、各方责任仍需明确和信息化水平不足等问题,并提出了进一步简政放权、完善法制保障、健全事中事后监管、强化责任主体及提高信息化水平等建议,以期助力改革向纵深发展。

Every year,many Environmental Impact Assessment(EIA)projects were promoted and approved in Guangdong province where has been proved to be an experimental plot of the reform of EIA.In recent years,Guangdong province has seized the important opportunity of constructing the Guangdong-Hong Kong-Macao Greater Bay Area,continuously optimizing the EIA management system,systematically promoting ecological and environmental management,and a reform system of EIA with Guangdong characteristics has been gradually formed.Base on the analysis of the EIA reform in Guangdong province,this paper illustrates the problems on the EIA management,such as some reforms have no legal basis,the supervision system needs to be improved,the responsibility of participants still needs to be clarified,and the insufficient informatization.Further more,this paper offers some suggestions for the EIA reform,for example,streamlining administration,perfecting legal system,improving the supervision,strengthening the subject of responsibility,improving supervisory system and informatization,in order to facilitate the in-depth development of the reform.
