我国医药制造业产学研合作创新效率评价——基于三阶段DEA模型 被引量:11

Innovation Efficiency Evaluation of Industry-University-Research Cooperation in Chinese Pharmaceutical Manufacturing: Based on Three-stage DEA Model

摘要 基于我国医药制造业产学研合作现状,构建三阶段数据包络分析(DEA)模型,分析2010—2017年我国28个省份医药制造业产学研合作创新活动数据,对我国医药制造业产学研合作创新效率进行评价。研究结果表明:(1)企业数量越多、经济发展水平越高的地区,越容易导致医药制造业产学研合作创新的资金、人才和项目投入资源出现浪费,而市场化程度与政府支持力度越高越能促进资金、人才等创新资源合理利用;(2)剔除环境因素影响后,北京、江苏、浙江与湖南4个地区医药制造业产学研合作创新综合效率达到最优,云南、福建等8个地区的医药制造业产学研合作创新效率需要大力改善。最后,为进一步促进我国医药制造业产学研合作创新发展,提出政府完善产学研税收优惠政策、企业正确选择产学研合作模式、高校深化对产学研合作必要性的认识等对策建议。 In this paper, based on the status quo of industry-university-research cooperation in pharmaceutical manufacturing industry of China, a three-stage data envelopment analysis(DEA) model is constructed to analyze the data of cooperative innovation activities in pharmaceutical manufacturing industry in 28 provinces from 2010 to 2017, and to evaluate the efficiency of cooperative innovation in pharmaceutical manufacturing industry in China. The research results show that:(1)Regions with more companies and higher levels of economic development are more likely to cause waste of funds, talents and project input resources, and the greater the degree of marketization and government support can promote the rational use of innovative resources such as funds and talents.(2) After excluding the impact of environmental factors, the efficiency in Beijing, Jiangsu, Zhejiang and Hunan reach the best, and Yunnan, Fujian, etc. regions need to be greatly improved. Finally, in order to further promote the innovation and development of pharmaceutical manufacturing industry in China, the following countermeasures are suggested: the government should perfect the preferential policy of tax collection, enterprises should choose the cooperation mode of industry-university-research correctly, and colleges and universities should deepen the understanding of the necessity of industry-university-research cooperation.
