省级自治区义务教育资助管理绩效研究——基于2018年全国评估数据的实证分析 被引量:1

摘要 学生资助是实施教育扶贫、保障家庭经济困难学生受教育权利的一项重要举措,是我国在2020年消除经济贫困、全面实现小康社会的重要标志之一。本文根据我国义务教育学生资助管理的现阶段特点,以及全国资助动态化管理目标的发展需要,主要运用德尔菲法来确定学生资助管理绩效评估的重点工作,进而建立层次结构模型,通过量化操作运算的方法,科学确定开展评估的三级指标权重,总体设计和建构了4个一级指标、7个二级指标和16个三级指标的评估体系,并对2018年全国五个省级自治区资助管理现状进行实证评估,其结果显示:资助制度建设的政策落实得力,资助配套资金匹配趋向于合理化,资助资金拨付、人力和物力安排比较到位;存在的问题是多元化资助类型的政策落实效果、资助信息报送时效性有待改善,尤其是资助信息子系统建设和维护管理亟待改进。本文针对这些问题,提出了今后民族地区继续抓好义务教育资助的政策性建议。 Student support is an important measure to carry out education to help the poor and guarantee the right of students with financial difficulties to receive education. It is one of the most important indicators of our country to eliminate economic poverty and realize a well-off society in an all-round way by2020. In this paper,according to the present characteristics of student support management in compulsory education in China and the development needs of the dynamic management objectives of national support,Delphi Method is mainly used to determine the key work of student support management performance evaluation. Then the hierarchical structure model is established,and the weight of the three-level index to carry out the evaluation is scientifically determined by the method of quantitative operation,and a total of 4 first-level indexes,7 second-level indexes and 16 third-level index evaluation systems are designed and constructed. The results of the empirical evaluation of the current situation of funding management in five autonomous regions in 2018 show as follows: The matching of supporting funds tends to be rationalized and the allocation of funds,manpower and material resources are implemented fairly effectively;there are some problems,such as the effect of policy implementation and the timeliness of information reporting,especially the construction and maintenance management of information subsystem, which need to be improved.Addressing these problems,this paper proposes some policy suggestions to continue compulsory education funding in ethnic areas in the future.
