教育治理的国家逻辑及其方法论原则 被引量:39

摘要 教育是一种国家公器、国家事业、国家主权行为,具有鲜明的国家逻辑。任何时代、任何国家,教育的兴办、组织、规划、改革都属于国家"公务",无不遵循国家逻辑。国家逻辑是教育治理的关键,是教育治理体系建设的根本遵循。西方治理理论以"政府退出"为立论基点,明显存在逻辑缺陷,必然造成教育治理过程中国家主体地位淡化、国家主导作用弱化的局面,形成教育治理混乱无序与软弱无力的状态。推进教育治理、构建教育治理体系,迫切需要明确国家逻辑,处理好主治与共治的关系,突出国家主体的教育治理体制;处理好政治与专业的关系,突出政治引领的教育治理路线;处理好政策与共识的关系,突出制度主导的教育治理方式。 Education,which serves as a public tool of a state,a national undertaking,and an act of national sovereignty,has a distinctive national logic. In any era and in any state,the operation,organization,planning and reform of education belong to the "public affairs" of a state,and must follow the national logic,which is the key to educational governance,and the fundamental principle for the construction of the educational governance system. The Western theory of governance,based on "government withdrawal",has apparent logical defects;it will inevitably lead to a state’s weakened status and non-leading role in the process of educational governance,and the disorder and weakness of educational governance. To promote educational governance and build a system for it,we need to have a clear logic for the state,and deal with the relationship between governance and co-governance by highlighting the dominant role of the state in the system for educational governance,the relationship between politics and professionalism by highlighting the political guidance in educational governance,and the relationship between policy and consensus by highlighting the leading role of the system in educational governance.
