Turning to the Creation of a New Governance System in Colleges and Universities:The Critical Agenda for the Modernization of the Higher Education Governance System

国家现代化必须以高等教育现代化为条件,由此决定了在国家治理体系现代化进程中高等教育治理体系现代化之举足轻重,大学作为实施高等教育的组织机构,内部治理体系的现代化关系高等教育治理体系现代化的得失成败。在明晰大学内部治理体系创新的理论逻辑及调查大学内部治理体系创新的现实诉求前提下,大学内部治理体系创新须以有利于大学按自身规律办学治校育人为价值引领,以效率优先、整体设计、民主决策、依法治校为原则,重点解决构建完善科学高效咨询、决策及其执行的组织与权力框架,确保学术权力与行政权力有效分离,健全完善大学章程以规范大学决策程序及运行机制,赋予学院提高办学积极性和运行效率的自主权等方面的问题。

With the modernization of higher education serving as a precondition of the modernization of a country,the modernization of the higher education governance system plays a significant role in the modernization of the national governance system. The modernization of the governance system in colleges and universities,those institutions conducting higher education,relates to the success or failure of the modernization of the higher education governance system. To create a new governance system in colleges and universities,we must,based on its theoretical logic and the investigation into the realistic demands for it,pursue the value helpful to the operation of colleges and universities and their cultivation of talents according to their own rules,follow the principles of "efficiency first," overall designing,democratic decision-making,and law-based governance,focus on building a sound,scientific and efficient organization or framework of power for consultation,decision-making and implementation,ensure an effective separation of the academic power from the administrative power,consummate the constitutions of colleges and universities and standardize the procedure for their decision-making and the mechanism for their operation,and grant the autonomy to improve the initiative and efficiency to the schools under colleges and universities.
