贵州省竹产业高质量发展政策体系构建

Policy System Establishment for Bamboo Industry High-quality Development in Guizhou Province

竹产业是贵州省现代山地特色高效农业确立的引导产业之一。文章基于竹产业生态系统特性和近年来贵州省竹产业发展的实践构建了贵州省竹产业高质量发展的政策体系,包括布局政策、组织政策和结构政策,提出了10项具体保障措施,即完善经营政策、健全财税支持、加大金融扶持、完善科技支撑、高效利用竹林资源、提升经营主体质量、打造特色品牌、培育产品市场、完善利益联结机制和创新经营管理机制等。

Bamboo industry is one of the leading industries of efficient agriculture with modern mountain characteristics in Guizhou province,China.Based on the bamboo industry ecosystem characteristics and the bamboo industry development in Guizhou province in recent years,this paper establishes a policy system for high-quality development of bamboo industry in Guizhou province,including layout policy,organization policy and structure policy,and puts forward 10 specific measures,i.e.,improving management policy,enhancing financial and tax support,increasing financial support,providing scientific and technological support,making efficient use of bamboo resources,improving quality of business entities,creating speciality brands,cultivating product markets,improving the interest connection mechanism and innovating the management mechanism.
