摘要 21世纪开始,我国社会老龄化现象已经形成并且逐渐加深,而现行的退休制度还沿用上世纪男性60周岁、女干部55周岁、女工人50周岁的政策。目前的社会现状已经是家庭子女较少,女性平均寿命延长,其社会地位、工作能力、受教育水平不断攀升,这些基础条件为我国实施弹性退休提供可行性依据。现行的男女差别化的退休政策已经不能适应社会经济发展的主要需求,因此实行女性职工弹性退休年龄制度,进一步鼓励能者多劳、优者多劳,给予女性职工平等、公正的职业发展平台,发挥女性职业优势,对促进经济、社会、性别和谐发展有充分的必要性。 At the beginning of the 21st century,China’s aging phenomenon has been formed and gradually deepened,and the current retirement system still follows the policy of men 60 years old,women cadres 55 years old and women workers 50 years old in the last century.The current social situation is that there are fewer children in the family,the average life expectancy of women is longer,the social status,working ability and education level are rising.These basic conditions provide the feasibility for the implementation of flexible retirement in China.The current differential retirement policy between men and women can no longer meet the main needs of social and economic development.Therefore,it is necessary to implement the flexible retirement age system for female workers,further encourage those who are able to work more and those who are superior to work more,give female workers an equal and just career development platform,give full play to their professional advantages and promote the harmonious development of economy,society and gender.
