应急管理视角下的城市韧性评价研究——基于辽宁省14个城市的面板数据

Evaluation of Urban Resilience from the Perspective ofEmergency Management:Based on PanelData of 14 Cities in Liaoning

城市韧性对应急管理水平有正向的促进作用,是城市应急管理水平提升的重要手段和途径。在探析城市韧性对应急管理的作用的同时,构建了应急管理视角下的城市韧性评价指标体系,对辽宁省14个城市进行了韧性评估,并针对影响城市韧性的主要方面探讨其对应急管理水平的影响,进而从提升经济实力、加强基础设施建设、完善应急管理体系、加强生态环境保护与建设4个方面提出了应急管理范畴下城市韧性提升策略。

Urban resilience has a positive effect on the level of emergency management,and is an important means and way to improve urban emergency management.While analyzing the role of urban resilience in emergency management,an evaluation index system for urban resilience from the perspective of emergency management has been constructed.Resilience assessments have been made in 14 cities in Liaoning Province,and the emergency management level of the main aspects affecting urban resilience has been discussed.In turn,the strategy for improving urban resilience in the context of emergency management is proposed from four aspects:enhancing economic strength,strengthening infrastructure construction,improving emergency management system,and strengthening ecological environmental protection and construction.
