农村土地财产价值能提高农民工城镇落户意愿吗?——基于江苏省13个地级市农民工的实证分析

Can Rural Land Property Value Improve Migrant Workers Settlement Willingness in Cities?On Migrant Workers in 13 Prefecture-level Cities in Jiangsu Province

推动农业转移人口落户,加快农业流动人口的社会融合,是当前中国城镇化建设平稳持续发展的重要举措。基于2019年南京财经大学"农民工市民化"课题组的微观调查数据,使用离散选择模型和线性概率模型,测量农村土地财产价值对农民工城镇落户意愿的影响。研究结论表明,农村土地财产绝对价值对提高农民工城镇落户意愿的影响有限。进一步构造土地财产价值购买力指数,发现与农民工购买力相关的农村土地财产价值能够显著提高农民工的城镇落户意愿。将土地财产价值与农民工城镇基础生存和生活支持力度挂钩,研究其对农民工城镇落户意愿的影响,为推动江苏省农民工户籍城镇化提供了一个新的思路,也为江苏省农民工市民化政策的制定提供了重要依据。

Promoting the settlement of people transferring from the agriculture and speeding up the social integration of the migrant population from agriculture are important measures to make current urbanization develop stably and sustainably.This paper,based on the micro-data collected by Nanjing University of Finance&Economics through“the research group focusing on citizenization of migrant workers”in 2019,measures the effect of rural land property value on migrant workers settlement willingness in cities by means of discrete choice models and linear probability model.The research conclusion shows that the effect of rural land property absolute value on the improvement of migrant workers settlement willingness in cities is limited.Through further construction of purchasing power index of land property value,it shows that the land property value related to purchasing power of migrant workers can significantly improve the migrant workers settlement willingness in cities.The paper connects the land property value with the basic urban support of migrant workers survival and living to analyze its effect on migrant workers settlement willingness in cities.The paper provides not only a new method for migrant workers household urbanization in Jiangsu province,but also an important basis for formulation of citizenization policy for migrant workers in Jiangsu province.
