摘要
坚持岛内人才培养和岛外人才引进"双轮驱动"集聚百万人才,是扎实推进海南自由贸易港建设的关键环节。基于绩效评估的基本理论和方法,并考虑中期评估的阶段特点,围绕"动没动""哪些动""如何动""怎么样"等问题,中国人事科学研究院对《百万人才进海南行动计划(2018—2025年)》实施两年多来的贯彻落实情况进行评估。评估结果表明,该项计划对人才工作的引领和推动作用已经显现,具有吸引力和国际竞争力的人才制度体系正在形成,高质量人才资源开发支撑海南自由贸易港经济社会高质量发展的格局基本确立。
Adhering to the"two-wheel drive"mode for cultivation of talents on the island and introduction of talents outside the island to gather millions of talents is the key link to solidly promote the construction of Hainan Free Trade Port.Based on the basic theories and methods of performance assessment,considering the stage characteristics of the mid-term assessment,the Chinese Academy of Personnel Sciences has assessed the implementation of the"Millions of Talents Entering Hainan"Action Plan(2018-2025)which has been implemented for more than two years.The assessment results show that this plan has played a leading and promoting role in talent work,an attractive and internationally-competitive talent system is being formed,and the pattern that high-quality talent resource development supports high-quality economic and social development of Hainan Free Trade Port has been basically established.
