摘要
广州市南沙区拥有政治上、经济上的多重角色,是"全国人才管理改革试验区"和"粤港澳人才合作示范区"。本文以政策工具的视角,借助人力资源过程管理理论,对应人力资源过程的六大模块,建立"政策工具—人力资源管理"二维框架,依此梳理与分析广东自由贸易区南沙区的现有人才政策。研究发现,南沙区的人才政策过度依赖供给型工具,需求型工具相对短缺,环境型工具缺失。政策集中于人才保障环节,对人才激励环节关注不足。为此,优化南沙人才政策,需加强政策工具间的相互配合,重视在人力资源管理过程的前端发力,协同制度建设与市场吸引,形成高、中、低端人才选、用环节的全方位激励,以适应南沙高水平发展的战略要求。
Nansha District of Guangzhou has multiple roles in politics and economy.It is a"National Talent Management Reform Pilot Zone"and the"Guangdong-Hong Kong-Macao Talent Cooperation Demonstration Zone".From the perspective of policy tools,with the help of the human resource process management theory,this paper establishes a two-dimensional framework of"policy toolhuman resource management"corresponding to the six modules of human resource process,and then sequentially combs and analyzes the existing talent policies of Nansha area of Guangdong Free Trade Zone.It is found that the talent policies of Nansha area are over dependent on the supply-oriented tools,the demand-oriented tools are relatively not enough,and the environmentoriented tools are deficient.The policies focus on the link of talent guarantee,but do not pay enough attention to the link of talent incentive.Therefore,to optimize the talent policies of Nansha,we need to strengthen the mutual cooperation among policy tools,pay attention to the front-end of the human resource management process,coordinate the system construction and market attraction,and form a comprehensive incentive system for the selection and use of highend,medium-end and low-end talents,so as to meet the strategic requirements of high-level development of Nansha.
