摘要
快速城镇化与全球气候变化下,城市内涝问题频发。水生态基础设施能在升级城市防涝能力的同时满足城市空间品质提升的需求,其布局结构、规划应用理论面临发展契机。文章以减轻涝灾为导向,采用"源—汇"景观理论分析框架,通过确定水生态基础设施与水文过程之间的耦合关系,将水生态基础设施划分为"源、流、汇"3种景观要素;依据土地利用类型、地表高程等景观特点和暴雨天气下的实际状况综合识别出现状"源、流、汇"要素;利用叠加分析方法寻找现状水生态基础设施空间布局存在的问题,将结果转译为空间布局优化策略。文章通过构建面向规划实践的水生态基础设施结构体系识别、分析、优化的方法流程,以期对防涝减灾及水生态基础设施规划理论研究形成一定补充,同时为提升水生态基础设施在缓解城市内涝中的应用提供一定参考。
Urban waterlogging frequents with fast urbanization and climate change.Water ecological infrastructure may improve urban waterlogging prevention ability and urban space quality.To mitigate urban waterlogging disaster,the paper establishes a water ecological infrastructure system with recognition,analysis,optimization process for planning practice.By "source-sink" analysis framework from landscape theory,the paper clarifies the coupling relationship between hydro-ecological infrastructure and hydrological process,divides the infrastructure into elements of "source,flow,sink",recognizes the elements status quo in consideration with land use typology,and storm conditions,finds out spatial layout problems with overlapping analysis methods,and puts forwards improvement strategies with Wuhan as an example.
