面向实施导向的一体化城市设计策略——以兰州市安宁中央商务区为例

Integrated Urban Design for Implementation:The Case of Anning CBD,Lanzhou

党的十九大报告指出新时期"我国经济已由高速增长阶段转向高质量发展阶段",城市设计作为城市规划的重要支撑,是城市高质量发展的重要抓手,在塑造城市特色、引导空间管控和提升城市环境等方面具有不可替代的作用。过去一段时期,受规章制度、技术约束和实施效能等方面的影响,城市设计仍面临落地性差、多专业不协调、与市场脱节等问题。文章结合兰州市安宁中央商务区城市设计实践,引入一体化城市设计理念,从"单元平衡"的弹性用地开发、一体化协同式集群设计平台搭建、精细化的城市设计成果管理平台构建、"投融算账"的城市开发运营4个方面提出一体化城市设计的策略,以期为重点地区城市设计的落地提供有力的支撑,使城市设计更加有的放矢。

As China’s economy turns from high speed growth to high quality development,urban design,as an important support of urban planning and an important approach of high quality urban development,becomes irreplaceable in shaping urban characters,guiding spatial governance,and improving urban environment.Urban design still has weakness in implementation,disciplinary coordination,and market orientation due to restrictions in regulation and technique.With Anning CBD urban design as an example,the paper introduces integrated urban design concept,puts forwards strategies from four aspects:unit-balanced flexible land use development,integrated compact design platform,detailed design product management,"investment and financing" based urban development and operation,so as to promote the implementation of urban design.
